Mysterious Polish Train Disease

I'm no expert but I think I may have worked out why the older Polish trains look so dirty. There seems to be a worrying outbreak of footonseat syndrome amongst Polish women. Witness this appalling case below from last year...

And again on my train trip to Lodz...

What is wrong with people?!  How to cure this condition?!
